福建省永春县于2014年11月被确定为全国第二批农村改革试验深化集化林权制度改革试点。围绕“明晰所有权,放活经营权,落实处置权,保障收益权”林改目标,做足做细做透项目试点,着力破解林业发展资金短缺、林农保障不足等问题,推动林业经营从资源到资产再到资本的提升;逐步建立林业发展的科学经营新机制,使“把山当田种,把证当钱管,把树当菜养”和“看好自家山,管好自家林”成为广大山区群众的自觉行动;创新规划林地确权发证,建立农村产权交易中心,设立林业行业投融资平台等。全县林业产业转型升级,花卉产业蓬勃发展,深化集体林权制度改革取得新成效。 Yongchun County of Fujian Province was identified as the pilot project of deepening the reform of collective forest right system in the country’s second batch of rural reform experiments in November 2014.
