为解决我国安全生产信息传播工作缺乏系统性的问题,基于我国安全生产特征,借鉴国内外信息传播相关研究成果,建立安全生产信息传播媒介模式。根据对不同层次人群的现场调查结果,构建包含4个一级指标和15个二级指标的安全生产信息传播效果评价体系。该体系被某企业用于开展新《安全生产法》宣传工作,将宣传内容、宣传人员和宣传方式实行分众设计,使得宣传资源得到合理的利用。运用AHP法对评价指标进行重要度排序,得出影响宣传效果的主导因素为宣传内容适用性、宣传时间投入、宣传内容易接受性、宣传资金投入和受众安全行为改变率。运用二级模糊综合评判确定宣传效果评价等级。
In order to solve the lack of systematic problems in China’s work safety information dissemination, based on the characteristics of China’s work safety and using the research results of information dissemination both at home and abroad for reference, we set up the mode of information media of work safety. According to the results of on-the-spot investigation of people at different levels, an evaluation system of safety production information dissemination effect including 4 first-level indicators and 15 second-level indicators is constructed. The system was used by some enterprises to carry out the propaganda work of the new “Safety Production Law”, and implemented the publicity contents, propaganda personnel and publicity methods in a decentralized manner so that the publicity resources were reasonably utilized. AHP method is used to rank the importance of evaluation index. The main factors influencing the publicity effect are the applicability of the publicity contents, the investment time of publicity, the acceptability of publicity contents, the input of promotional funds and the change rate of the safety behavior of the audiences. Using the second level fuzzy comprehensive evaluation to determine the level of publicity evaluation.
