从多目标最优化视角下,采用层次分析法构建出以生态、经济、社会三个子系统构成的能源化工基地支撑环境评价体系。然后在对西部地区能源化工基地发展的支撑环境进行实证分析的基础上,提出了应形成良性的水循环模式、提升人力资源素质、加大科技投入、完善社会保障措施、扩大对外开放度、完善综合管理信息系统等普适性建议。
From the perspective of multi-objective optimization, an analytic hierarchy process is applied to build a supportive environmental assessment system for energy and chemical industry bases that is composed of three subsystems, namely, ecology, economy and society. Then based on the empirical analysis of the supporting environment for the development of energy and chemical industry bases in western China, this paper proposes that a virtuous cycle of water resources should be formed to improve the quality of human resources, increase investment in science and technology, improve social security measures, expand the degree of opening to the outside world and improve the comprehensiveness Management Information System and other general recommendations.
