1970年代中后期河北保定清苑县一个生产队的实物账及其他调查资料,从一个侧面呈现出人民公社时期工分制下农户劳动报酬与劳动激励的关系。具体分配措施中的实物报酬比例确实与农户劳动投入(出勤)有高度的相关性,按劳分粮比例过低抑制了农户的劳动力投入。受工分制中不劳动就没有工分、没有工分就不分粮这种“不劳动者不得食”的制度约束,农户会追求一定程度的高出勤率,但高出勤率却不一定意味着强劳动激励。
In the mid-and late-1970s, the physical accounts and other survey data of a production team in Qingyuan County, Baoding, Hebei Province showed the relationship between the remuneration of laborers and their motivation under the work-point system of the People’s Commune from a single aspect. The proportion of in-kind remuneration in specific allocation measures does have a high degree of correlation with the labor input (attendance) of farmers, and the low proportion of labor under the system of labor inhibits the labor input of farmers. In the labor division, there will be no work points without labor, no labor points will not be divided into such “No work can not eat ” system constraints, farmers will pursue a certain degree of high attendance, but high attendance does not necessarily mean Strong labor incentives.
