苏联经营机制的改革坚决要求对价格形成进行改革。新的经营方法的发展还不够充分,总的说来是相互矛盾的。许多矛盾是由现行价格体制引起的。现有的价格水平和相互关系不能反映客观比例要求,不能保证经济核算的发展,不能从利益上引起对节约生产费用和形成最佳消费结构的关心。但是问题不仅在于价格水平,主要问题还在于计划价格制定的方法本身。这个方法有二个主要的缺点:第一,价格形成只反映生产者的耗费,没有考虑产品的社会效用。第二,这种价格形式没有弹性,使价格的对比关系与实际科技进步和产品生产的社会必要耗费相脱节。
The reform of the operating mechanism of the Soviet Union resolutely demands the reform of price formation. The development of new management methods is still not sufficient. In general, they are contradictory. Many conflicts arise from the current price system. The existing price levels and their correlations can not reflect the objective proportionality requirement, the development of economic accounting can not be guaranteed, and interest in saving production costs and forming the best consumption structure can not be aroused from interest. But the problem lies not only in the price level, but also in the method of formulating the price itself. This method has two main disadvantages: First, price formation only reflects the producer's cost and does not consider the social utility of the product. Second, there is no flexibility in the form of this price, so that the contrast between prices is out of step with the actual progress of science and technology and the necessary social costs of production.
