去年9月6日,卫生部公布《老年人跌倒干预技术指南》(以下简称《指南》)提出对跌倒老人要分情况处理。如老人意识不清,在场者应立即拨打急救电话,如需搬动,应保证平稳,尽量平卧。如老人意识清楚,应询问老人跌倒情况,如老人试图自行站起,可协助其缓慢起立……《指南》从技术层面看,对公众救人的技巧做一些知识性的宣传,这原本就是常识的普及,不仅非常必要,而且十分紧迫。然而这样一个充满善意的《指南》却引来不同声音,不是《指南》的初衷
