自20世纪90年代以来,艺术教育受到党中央及国家各级政府的重视,艺术教育事业蓬勃发展,许多社会团体和学校发挥各自 的优势,齐心协力,为我国高校艺术教育事业的改革与发展做出了积极的贡献。进入21世纪,艺术教育进入了一个新的发展时期,但也面 临着许多亟待研究和解决的新课题。如:新出台的九年义务教育艺术课(包括音乐、美术和艺术)课程标准的可行性;高等师范院校艺术教 育专业如何适应基础教育教学改革的要求;普通高等学校公共艺术教育的现状与发展等。我们应抓住这些教改中的热点、难点,进行深入 的调查和研究,在学科建设中有所贡献,提供一批有较高价值的科研成果,同时也向教育部提供咨询依据。2004年,西北民族大学音乐舞 蹈学院副教授、硕士生导师张栋将《高等艺术教育中培养复合型人才的理论与实践》作为立项课题,以科学的判断与决策性、应用性、批 判性作为该课题研究的方向和宗旨,就我国高等艺术教育的现状、规模、前景及发展方向等问题进行了系统的调查与反思,并就艺术教育 及艺术人才在社会中的包容性和市场唯一性方面进行了理性的分析与批判,从而得出了艺术教育新的理论观点和方法。这个课题对我国在 教育资源及人才资源合理配置、标准量化、艺术教育发展建设等方面将起到一定科学的合理的建设
