如果把涉及“一种产品、两个对手、三年期限”的中美纺织品协议比作一道菜, 那么涉及千百种产品和服务、148个成员、谈成后实施期会有10年甚至更长的WTO “多哈发展议程”多边贸易谈判则是一次“满汉全席”。世贸组织的最高权力决策机构——部长级会议,定于今年12月13日～18 日在香港举行第6次会议,审议两年来WTO的各项工作,其中最引人注目的议题是“多哈发展议程”谈判的进展情况;
