倪征(日奥),国际法学家,东京大审判中国检察官首席顾问,新中国首任联合国国际法院法官。1906年出生于江苏省吴江县。1928年毕业干东吴大学法学院,后留学于美国斯坦福大学法学院,1929年获得法学博士学位,受聘为约翰·霍普金斯大学法学研究所荣誉研究员。1930年回国后在大学教授法律课程,同对从事涉外民事的司法实践及理论研究工作。1945年至1946年,他再赴美英进行司法考察。1947年以中国检察官首席顾问的身份参加东京大审判。1956年出任中华人民共和国外交部顾问。1971年,中华人民共和国重返联合国后。他多次作为代表出席国际诲洋法大会。他高尚的品格和资深的阅历当选为联合国国际法院法官,成为新中国历史上第一位享受到国际司法界最高荣誉的国际法官。在国际法院,倪征(日奥)连续九年担任国际法官。在他任期内国际法院审理的案件很多,其中有突尼斯和利比亚大陆架划界案、尼加拉瓜诉美国案、瑙鲁状告澳大利亚违反托管国义务、波黑共和国向国际法院状告南斯拉夫违反《联合国宪章》案等。倪征(日奥)亲力亲为,撰写每一个案件的法律意见书,他在审理案件中所坚持的客观公正的立场以及他热诚的为人,赢得了其他国际法官的尊重,三位前国际法院院长在任期内都认为他是国际法院工作中的支柱之一,称他是一位伟大的法官。2003年,倪征(日奥)逝世于北京。《大家》栏目2003年5月对倪老的访谈成为他留给这个世界最后的记忆。
Ni Zheng, International Jurist, Chief Advisor to China Prosecutor in Tokyo Grand Trial, and First New China First Judge of the International Court of Justice. Born in 1906 in Wujiang County, Jiangsu Province. After graduating from Soochow University Law School in 1928, he studied at the Stanford University School of Law in the United States and received his JD degree in 1929. He was hired as an Honorary Fellow at the Johns Hopkins University Law Institute. After returning to China in 1930, he taught law courses in universities and engaged in judicial practice and theoretical research on foreign-related civil matters. From 1945 to 1946, he went to the United States and Britain for judicial investigation. In 1947 as chief advisor of China Prosecutor to participate in Tokyo big trial. In 1956, he served as adviser to the Ministry of Foreign Affairs of the People’s Republic of China. After the People’s Republic of China returned to the United Nations in 1971 He attended the International Law Seminar on numerous occasions as a representative. His noble character and senior experience were elected judges of the United Nations Court of International Justice and became the first international judge in the history of New China to enjoy the highest honor of the international judicial community. At the International Court of Justice Ni Zheng served as an international judge for nine consecutive years. During his tenure, the International Court of Justice handled a large number of cases, including the delimitation of the continental shelf between Tunisia and Libya, the case of Nicaragua v. The United States, Nauru sued Australia for violating the hosting country’s obligations, and the Kyrgyz Republic sued the International Court of Justice for violating the Charter of the United Nations. Case and so on. Ni Zheng personally wrote the legal opinion in each case, the objective and fair position that he persevered in hearing the case and his dedication to manhood have earned the respect of other international judges. The three former presidents of the International Court of Justice, During his tenure he considered him one of the pillars of the work of the International Court of Justice and described him as a great judge. In 2003, Ni Zheng (Japan) died in Beijing. The “Everyone” column interview with Ni Lao in May 2003 became the last memory he left to the world.
