在分析政府政策对鼓励工业技术进步的作用的时候,可以发现大多数政策手段仅用于鼓励研究与发展。鉴于需求因素在成功的创新中的重要性,以及发达国家里全部货物和服务中的大约30%～50%由政府机构购买这一事实,如此不重视利用政府购买作为手段刺激货物与服务的供应者的技术创新,实在令人惊异。考察一些新兴产业的早期发展史,政府购买比起政府提供的研究与发展资助重要得多。
When analyzing the role of government policies in encouraging industrial technological progress, it can be found that most of the policy measures are only used to encourage research and development. Given the importance of demand factors in successful innovation, and the fact that approximately 30% to 50% of all goods and services in developed countries are purchased by government agencies, so do not pay attention to the use of government purchases as a means to stimulate the supply of goods and services. The technological innovation of the people is really amazing. Looking at the early development history of some emerging industries, government purchases are much more important than government-funded research and development funding.
