中国信息化进程之所以不能大踏步地推进，与包括因特网在内的网络未能普及大有关系，网络应用是制约中国信息化进程的瓶颈。有没有四通八达的信息网络将是中国是否真正进入信息社会和中国特色的信息文化能否确立的标志之一。
The reason why China’s informationization process can not be greatly strided forward is that it has a lot to do with the lack of popularization of networks including the Internet. Network applications are the bottleneck restricting the process of China’s informationization. Whether there is any information network extending in all directions will be one of the hallmarks of whether China can truly enter the information society and whether the information culture with Chinese characteristics can be established.
