近几年,我国公路建设发展迅速,速度之快超出人们的想象,每年公路建设投资都在3000亿元左右,公路通达里程和公路密度都在不断增加。截止到2002年底,我国高速公路通车里程达到2.52万公里,二级以上收费公路里程达到12万公里,收费站点达到4200多个。在最早实施“贷款修路,收费还货”的广东省,收费公路为广东带来了近1000亿元的公路建设资金,但也留下了“收费站点过多过密”的后遗症。到2001年底,广东的收费公路里程达到1.19万公里,桥梁52.32万延米,隧道8197米,分别占全省总量的11.4%、63.3%
