种子质量认证制度是新修订《种子法》设立的一项新制度,推行种子认证制度必须依靠种子认证机构。根据产品认证机构有关法律法规要求,结合种子质量认证的特点,提出了种子认证机构在组织结构、过程、资源和管理体系等方面能力要求建议。
