在全面深化公安改革的时代背景下,经济犯罪侦查(以下简称“经侦”)部门要实现队伍正规化建设的目标,需要逐步建立和完善经侦队伍管理机制。在解决重特大案件等重点任务方面,需要建立精兵攻坚机制,整合经侦系统和其他部门的优势资源,集中骨干力量,完善人员选拔、研讨会商、培育培养、组织保障等一系列流程。在提振队伍积极性、奖先惩后方面,需要有严密的科学评价机制对经侦民警的业务实绩作出科学评价。在强化责任意识、推进执法公平公正方面,通过建设全面监督机制加强对经侦受理、立案、侦查等执法环节全程监督管控,切实解决不作为、乱作为问题。
Under the background of deepening public security reform in an all-round way, the departments of economic crimes investigation (hereinafter referred to as “economic investigation”) should achieve the goal of the normalization of the ranks by gradually establishing and improving the management mechanism of the investigation team. In resolving important tasks such as major cases, we need to establish a mechanism to tackle hardships, consolidate the advantageous resources of the Economic Investigation Department and other departments, pool the backbone, improve personnel selection, seminars, fostering, training and organizing a series of processes. In boosting the enthusiasm of the team and rewarding and punishing the former, there is a need for a rigorous scientific evaluation mechanism to make a scientific assessment of the actual business performance of the Economic Investigation Bureau. In the aspect of strengthening the sense of responsibility and promoting the fairness and justice of law enforcement, we must strengthen the supervision and control over the entire process of law enforcement through the establishment of a comprehensive supervision mechanism to effectively solve the omissions and chaos as a problem.
