“把他们全部扔出去”软性腐败(Soft Corruption),是指官员腐败但没有犯法;换言之,合法性腐败。2011年,彼得·史威泽出版的一本书《把他们全部扔出去》,用大量事实披露了华盛顿国会议员普遍存在软性腐败。该书震撼了美国社会,使“软性腐败”这个词不胫而走,成了流行语。按照美国的法律规定,民选官员的某些财务信息必须公开,存储在公共数据库供查阅。尽管如此,查询公共数据库,如同访问令人生畏的迷宫,因为信息非常庞杂,而且常常需要申请才能访问。对一般民众来说,查询这些资料不是一件容易的事。
“Throwing them all out ” Soft Corruption refers to corrupt officials but does not break the law; in other words, the corruption of legitimacy. In 2011, a book by Peter Schweitzer “throwing them all out” revealed in large numbers the widespread soft corruption in the Washington congressional. The book shocked American society, making the word “soft corruption” spread like wildfire and became a catchphrase. In accordance with the laws of the United States, certain financial information of elected officials must be publicly available and stored in a public database for inspection. However, querying a public database is like visiting a daunting maze because the information is complex and often requires an application to be accessed. It is not easy for the general public to look up this information.
