一、课题的提出2015年是党中央国务院推动国企改革重要一年,也是首钢集团全面推进集团管控模式改革的一年。国企改革已由“设计图”进入“施工图”阶段,中央关于国企改革思路已十分清晰、政策导向明确,操作层面政策文件逐步出台;同时,首钢集团管控模式由“运营控制型”向“战略控制型”改革全面推进,管理架构重新设置,总部机关部门职能重新定位。作为集团重要战略管控部门,全面落实中央精神、深化改革,按新的部门定位梳理业务
