朱蓬蓬同志的《企业的短期行为与职工教育》(以下简称“朱文”)针对当前企业普遍推行承包经营责任制后出现的短期行为及与职工教育间的关系提出了看法,这对于在新形势下研究职工教育的改革发展具有现实意义。但我对“朱文”中的某些观点持有不同看法,特提出与朱蓬蓬同志探讨、商榷:一、对短期行为的认识根据对市区部分企业的调查,了解到企业短期行为确实存在,已暴露或将要暴露的有:1、承包者利润动机急剧强化,为追求最大生产利润而导致生产行为短期化。如不顾条件竭立强化开发生产价高利厚的产品,不惜拼设备,拼人才。2、企业缺乏长远开发战略,重应用,轻开发,只顾拼牌子,
