美国立法解决监管权争议目前,美国联邦通信委员会对宽带互联网服务的监管权引起了争议。在联邦通信委员会看来,它有责任维护互联网服务的公平环境,即“网络中立”。“网络中立”原则要求互联网运营商平等对待所有互联网内容和访问,防止其从商业利益出发控制传输数据的优先级,保证网络数据传输的“中立性”。今年6月底,联邦通信委员会的高官同美国电话电报公司、谷歌等公司进行了一个闭门会谈,内容就是互联网监管问题。联邦通信委员会办公室主任拉扎勒斯说,会上大家讨论了各种监管前景,包括互联网服务商如何管理网络流量,无线互联网是否也应纳入监管等问题。
US Legislation to Solve the Dispute over Regulatory Rights At present, the Federal Communications Commission’s jurisdiction over the regulation of broadband Internet services has caused controversy.
