0 INTRODUCTION In April 2010, a ship straddled the normal course of the Great Barrier Reef and ran aground and caused a fuel leak. Australian Maritime Agency (AMSA) survey showed that fatigue driving is the main reason for the accident. Fatigue can trigger maritime traffic accidents, while working longer hours or taking rest breaks are one of the factors that contribute to fatigue and affect the health of the crew. As a result, AMSA stepped up inspections of crew rest periods during PSC inspections. As of August 2013, dozens of vessels have been detained for crew rest breaks.
