“领导重视”被视为各类管理的绝佳经验,经常见诸各种各样的总结报告。现实生活中,确实是领导重视什么,什么问题就会尽快得到解决,客观上也确实解决了很多老大难问题。但是,如果我们的“治理”仅仅停留在“领导重视”的层面,恰恰说明法离我们还很遥远。因为“领导重视”说到底还是靠人治,它往往是通过伤害程序的正议来达到实质的正议,任其蔓延和发展则会阻碍“法治”的推行与实施。
