对于大型的集团性企业来说,往往面临着机构庞大、资金分散、资金使用效率低等问题。天津市自来水集团作为多元经营为一体的国有大型企业同样存在资金分配不均衡的现象,有些子公司存有大量闲置资金,而另一些子公司还在向银行高利率贷款,加大了集团整体的财务成本。为了增强集团资金管控力,降低集团财务成本,2013年集团党委和行政把资金集中管理作为重点工作,逐步建立适合集团的资金集中管理模式。一、政策背景
