历年来,汝阳县人畜吃水困难制约着当地农业生产和经济发展,尤其是自去年夏秋以来,县境遭受了严重的干旱,致使人畜吃水困难范围涉及全县14个乡镇。究其原因,既有内在条件影响,也有外在条件作用。从地质学的观点分析论证:区域性地质构造是造成人畜饮水困难的内因;而气象水文、人为因素则是产生水源贫乏的外因。 1、气象水文因素。据1951年以来逐年水文资料表明:一是县内降水量多集中在七、八、九月,平均月降水100毫米以上,而年末和年初降水月均仅10毫米左右。由此可见,全县雨量时空分配严重不均;二是地域性降水差异悬殊大。县境南部深山区平均年降水1000毫米
