2003年,上海市政府在完善本市国资管理体制改革过程中,应积极探索实践和充分利用资本市场优化配置、价值发现、筹集资金等多种功能,盘活上海的国有资产,为上海国有资产的有序进退和保值增值服务,进一步提高上海市国资调控能力。为此,我提出以下几点建议: 一、上海市国有资产管理部门在国有资产的战略调整中,结合上海产业整合,按照有所为有所不为的原则,对本市国有上市公司的重组做出整体规划,实施分类指导。一方面,对非重点扶持的上市公司鼓励实施国有股权转让,有序退出;另一方面,将控股股东的国有资产注入重点扶持上市公司,提升价值。具体做法上:一是积极扶持实力强、业绩优的上市公司做大做强;二是通过先行先试,
