改革以来,广州市计委主动转变职能,使计划工作逐步适应市场经济发展的要求。 一、转变职能的基本情况 近些年来,广州市计划工作面临的形势是,社会投资总量中,财政投资比重越来越小,利用外资、银行贷款和自筹资金比重越来越大;通过国家计划分配的物资越来越少,到1993年,计划分配物资占全市用量仅为5％;工业产品销售市场的大致格局是,国外、省外、省内、市内“四分天下”。适应这种变化了的客观经济形势,广州市计划工作职能也相应转变。
