The author gives an example of the inconsistency between the requirements of the examination and approval form of different examination and approval authorities in our country for the introduction and quarantine inspection of foreign countries, the inconsistent quarantine requirements and examination and approval opinions, and the non-standardization of pest writing. The same examining and approving authority of the same handling personnel of different countries and varieties of the introduction of the quarantine requirements are different; the same examining and approving authority for the same country and species of different management
