目前,交通建设投融资体制存在着投融资模式陈旧,缺乏市场化运作;产权关系不明,经营管理分散,监控约束机制不力;价格体系不合理,缺乏市场机制调节等问题。针对上述问题,笔者认为交通建设投融资体制改革的总体目标是建立起跨地区、跨所有制、跨行业、全方位、多层次的融资和投资体制,动员全社会的力量,参与交通基础设施建设。
At present, the investment and financing system in transportation construction has old modes of investment and financing, lack of market-oriented operation, unclear property rights relations, diversified operation and management, ineffective monitoring and restraint mechanisms, unreasonable price system and lack of market mechanism adjustment. In view of the above problems, the author believes that the overall goal of the reform of investment and financing system for transport construction is to establish a cross-ownership, cross-ownership, cross-sectoral, all-round and multi-level financing and investment system to mobilize the power of the entire society and participate in the construction of transport infrastructure.
