2009年2月28日,全国人民代表大会高票通过了《食品安全法》,这一法律的颁布对我国食品安全问题的解决,公民生命安全的保障起到了巨大的作用。但不可忽视的是,其仍有一些问题和不足,而且现实中食品安全事件也时有发生。基于以上原因,2015年4月24日第十二届全国人民代表大会常务委员会第十四次会议重新对该法律进行修订并于2015年10月1日正式实施。文章将具体对新《食品安全法》确立的监管制度进行简略的介绍、分析,以此为大家呈现新法对监管制度的优化与完善。
On February 28, 2009, the National People’s Congress passed the “Food Safety Law” with a high vote. The enactment of this law has played a significant role in the solution of food safety problems and the guarantee of citizens’ life and safety. However, it can not be ignored that there are still some problems and deficiencies. In fact, food safety incidents have also occurred from time to time. For these reasons, the Fourteenth Session of the Standing Committee of the Twelfth National People’s Congress on April 24, 2015 re-amended the law and came into effect on October 1, 2015. The article will give a brief introduction and analysis of the regulatory regime established by the new “Food Safety Law,” so as to present the optimization and improvement of the regulatory system to the new law.
