小学开设思想品德课是建设社会主义精神文明,用共产主义思想教育少年儿童的战略措施。要从小学抓起,打好基础,培养有理想、有道德、有文化、守纪律的一代新人。各级教育行政部门要十分重视这个任务,加强领导,配备专职教研人员,深入实际,认真总结经验,发现问题及时研究解决。 教育部一九八二年五月十九日颁发的《全日制五年制小学思想品德教学大纲(试行草案)》,体现了党和国家对小学生思想品德教育的基本要求。思想品德课要努力贯彻大纲的要求。班主任和少先队辅导员以及各科任课教师也要参照大纲精神,按照各自的特点进行教育,共同完成思想品德教育任务。 为了便于广大小学教师能及时学习、钻研这个新颁布的教学大纲,本刊特全文登载。 在这一期,本刊还刊登了《全日制五年制小学自然教育大纲(征求意见二稿)》,供大家讨论、研究、备课参考。对此征求意见稿有什么意见,可直接函告教育部普教司或人民教育出版社。
The establishment of ideological and moral lessons in primary schools is a strategic measure for building socialist spiritual civilization and educating children and youth with communist ideology. We must start from primary school, lay a good foundation, and train a new generation of people who are ideal, moral, cultural, and disciplined. The education administrative departments at all levels must attach great importance to this task, strengthen leadership, employ full-time teaching and research personnel, go deep into practice, conscientiously sum up experiences, and find problems in a timely manner. The Ministry of Education’s “Five-Year Five-Year Primary School Ideological and Moral Education Program (Trial Draft)” issued on May 19, 1982, reflects the basic requirements of the Party and the State for primary school students’ ideological and moral education. Ideological and moral education courses must strive to implement the outline requirements. The head teacher, the young pioneer counselor, and the teachers of each subject also need to refer to the spirit of the outline and educate them according to their own characteristics to jointly complete the task of ideological and moral education. In order to make it easier for primary school teachers to study in time and delve into the newly issued syllabus, this publication is published in full. In this issue, the journal also publishes the “Full-time, Five-year Basic Education Outline for Elementary Schools (Second Draft for Solicitation)” for discussion, research, and lesson preparation. Any opinions on this draft of the consultation can be directly reported to the General Education Department of the Ministry of Education or the People’s Education Press.
