安徽省淮北市公安局为整治农村治安，派出了三批“农村工作队”，深入田间地头，了解农村治安状况，解决农村治安中突出的问题，我们称之为“新上山下乡”。这一措施虽然过去有些时日，但其意义是重大的：一是有利于带动和提高农村治安工作的整体水平；二是解决了农村治安工作中警力不足的问题；三是工作队的出现本身就起到了宣传法制、震慑犯罪的作用；四是锻炼自己的队伍，提高了民警的群众意识，使民警更进一步地了解农村的社情民意。年前，本刊记者采访了淮北市公安局局长卢全新，并就“农村工作队”做了一些采访，以期各地借鉴。
