I. Brazil and the world from Cardozo to Lula During his 16-year reign, President Fernando Henrique Cardoso (1995-2002) and Luiz Inacio Lula. Two politicians, Luiz Inácio Lula da Silva (2003-2010), laid the basic model for Brazil’s integration into the world at the turn of the century. Cardoso’s ideas and decisions are inspired by the neoliberal political philosophy, while Lula follows the logic of Brazil’s national mission to think and make decisions. However, the mode of thinking is not enough to explain the strategy adopted by the two presidents. Just as Cardoso had its second term foreign policy
