基础设施互联互通是“一带一路”建设的优先领域,其中能源基础设施互联互通是支柱之一。随着世界能源消费重心向亚洲转移,亚洲正进入“区域一体化”的发展大趋势,以区域能源一体化实现地区能源共同安全是适应世界发展趋势的道路。在“一带一路”的战略框架和规划愿景下,亚洲能源互联互通建设正在开启,构建地区能源一体化的条件也日趋成熟,亚洲能源一体化(Asian Energy Integration,AEI)将有利于推动不同国家和地区深入合作,从根基上夯实亚洲命运共同体。AEI成为“一路一带”战略实施的重要着力点,有望成为解决当前亚洲能源安全一条出路,还将为亚洲未来的可持续安全、包容合作和共同繁荣带来更多的正效应。本文系统提出了“亚洲能源一体化”的初步理论框架。
Infrastructure connectivity is a priority area for the “One Belt and Road” initiative, of which energy infrastructure connectivity is one of the pillars. As the focus of energy consumption in the world shifts to Asia, Asia is entering a major trend of “regional integration”. To achieve common regional energy security through regional energy integration is a way to adapt to the world’s development trend. Under the strategic framework and planning vision of “One Belt and One Road”, the construction of energy interconnection in Asia is opening up and the conditions for building energy integration in the region are also becoming more mature. Asian Energy Integration (AEI) will be conducive to promoting different Countries and regions should deepen cooperation and lay a solid foundation for the Asian community of destiny. AEI will become an important focus of the “One Belt and One Road” strategy and is expected to be a way out for energy security in Asia. It will also bring more positive effects to Asia’s sustainable security, inclusive cooperation and common prosperity. This paper systematically put forward a preliminary theoretical framework of “Asian energy integration”.
