本文认为，市场与政府的关系问题，实际上就是经济体制问题，对市场与政府组合关系的选择，也就是对经济体制的选择与设计。影响市场与政府组合关系的因素主要包括：社会经济制度、市场失灵、政府失灵、现代化进程中的后发展效果和社会人文因素等。在对我国市场与政府组合关系的具体设计中，既应包括任何国家、任何性质的现代市场经济体制都应具有的一般组合关系，也应包括适合中国国情的特殊组合关系
This paper argues that the question of the relationship between the market and the government is actually the issue of the economic system, the choice of the relationship between the market and the government, that is, the choice and design of the economic system. The factors affecting the relationship between the market and the government include: social and economic system, market failure, government failure, post-development effect in the process of modernization and social and human factors. The specific design of the relationship between the market and the government in our country should include not only the general composite relations that any country and any modern market economic system of any nature should have but also the special combination that suits China’s national conditions
