长期以来,卫生监督被认为是卫生防疫工作的组成部分,进而又被看作与医疗、预防、保健、康复等一样,是卫生业的子系统。这种认识不仅长期被广泛认可和接受,而且已经见诸于许多正式的文件。笔者认为,这种认识模糊了管理社会的政府与组成社会的成员(公民、法人或其他组织等)之间的界限,混淆了两者的性质、地位和作用。这种含糊不清的认识使得我们在改革时拿不定主意:哪些该政府办,应当强化、集中和统一?哪些不应该政府办,应当弱化、分散,由社会办?所以,有必要对卫生监督的认识进行澄清,找到它的固有位置。
For a long time, health supervision has been considered as an integral part of the health and epidemic prevention work, and it has been considered as a subsystem of the health industry, as well as medical treatment, prevention, health care, and rehabilitation. This understanding has not only been widely recognized and accepted for a long time, but has also been seen in many official documents. The author believes that this kind of understanding obscures the boundary between the government that administers the society and the members that make up the society (citizens, legal persons, or other organizations, etc.) and confuses the nature, status, and role of the two. This kind of ambiguous understanding makes us undecided when reforming: Which governments should do this, should be strengthened, centralized, and unified? Which should not be done by the government, should be weakened, dispersed, and be run by the society? Therefore, it is necessary to have health supervision. Awareness of the clarification, find its intrinsic position.
