最近,由大坝老化、地震和异常天气变化引起的大坝损坏或失事越来越多,因此,大坝安全特别是国家层面上的灾害管理得到了前所未有的重视。为保证大坝安全,政府采取了一系列法定措施,其他大坝管理组织也在积极开展各种学术活动和采取技术措施。韩国水资源公司(Kwater)负责运营和管理30座大坝,为了实现高效的大坝安全管理,该公司开发了一套大坝安全管理系统KDSMS。KDSMS系统包括大坝和水库数据、水文信息系统、现场检查和数据管理系统、仪器和监测系统(包括地震监测、现场调查和安全评价系统)和综合信息系统。KDSMS是一个企业管理系统,它可以处理各层面的安全管理事务,研究中心、总指挥办公室和其相关部门也能进行细致的安全信息管理。
Recently, more and more dams have been damaged or crashed due to the aging of dams, earthquakes and abnormal weather changes. Therefore, disaster management in dams, especially at the national level, has received unprecedented attention. To ensure dam safety, the government has taken a series of statutory measures. Other dam management organizations are also actively carrying out various academic activities and adopting technical measures. Kwater operates and manages 30 dams, and in order to achieve efficient dam safety management, the company has developed KDSMS, a dam safety management system. The KDSMS system includes dam and reservoir data, hydrological information systems, on-site inspection and data management systems, instrumentation and monitoring systems (including seismic monitoring, field surveys and safety assessment systems) and integrated information systems. KDSMS is an enterprise management system that can handle all aspects of security management. Research centers, general command offices and their related departments can also perform detailed security information management.
