鸦片战争前,中国文化系统的核心依旧是儒学.传统的封建文化笼罩着中华大地.文化是一种社会现象,它必然要受社会的制约,是随社会的变化而变化的.作为文化核心的儒学的变化,就与道光年间社会政治的变化分不开的.清皇朝的统治在道光年间也是衰世,林则徐曾经形象地譬喻:“今日之时势,观其外犹一浑全之器也,而内之空虚无一足以自固”.在越来越严重的社会矛盾和社会危机中,一些有识之士,开始为清朝“衰世”所呈现的种种景象,忧心忡忡,悲愤叹息,为什么这个曾经盛极一时的清帝国开始不停地走下坡路呢?这与他们推行的政策有着重大的关系.因为每种政策都离不开当时社会的文化背景.
