“以诚实信用为重点”是十六大在阐述加强思想道德建设问题时提出的一个重要的论断。由于受到各种利益的诱惑、信息的不对称、人的预测能力的有限性以及各种不可抗力等因素的作用 ,已经产生了大量政府诚信缺失的现象 ,本文在分析这些现象的基础上 ,提出了几点加强政府诚信建设的途径 “Focusing on honesty and credit” is an important conclusion made by the 16th CPC National Congress when it expounds on the issue of strengthening ideological and moral construction.
