1952年,我正在徐州读高中,已经参加了青年团(当时称新民主主义青年团)。当年秋天,我放暑假回到了家乡江苏省邳睢县(那时,邳县和睢宁县合并为一个县)。有一天,忽见邻里四舍的父老乡亲惶惶然四处奔逃,我以为发生什么大的变故,一打听,却原来是县里的卫生防疫工作队下乡给群众注射预防伤寒霍乱的疫苗。但这种防疫针注射时比较疼,而且会红肿好几天,当时正值秋收大忙季节,寸时寸金,百姓们怕打针误了农时,都不愿意注射。可是,防疫队却接到了命令,必须按期完成任务。因此,他们忘记了“群众自愿”的原则,强行要求老百姓留在家里进行注射,有些百姓开始躲避逃走,工作队便去追赶,甚至动用民兵,加以阻拦,以致搞得人心惶惶。原本是件好事,却出现了相反的结果。我看到这种现象,很不以为然。出于一个青年团员的责任感,直接给《人民日报》写了一封信,反映了这个情况。现将信的原文摘录如下。
In 1952, I was in high school in Xuzhou, has joined the Youth League (then called the New Democratic Youth League). In the autumn of that year, I went back to Xuyi County, Jiangsu Province, in summer vacation (at that time, Li County and Suining County merged into one county). One day I suddenly found my father and relatives in the neighborhood panicked and fleeing. I thought what a major accident happened. As soon as I heard about it, the county health and quarantine task force went to the countryside to vaccinate the masses against typhoid fever. However, such immunization needles are more painful to inject and may swell for several days. At that time, it was a busy season of autumn harvest. When people were afraid of injections, they were reluctant to give injections. However, the epidemic prevention team has received the order must be completed on schedule. Therefore, they have forgotten the principle of “mass voluntarism.” They forcibly asked ordinary people to stay at home for injections. Some people began to dodge and flee, and the task forces went after them to catch up. They even used militia to stop them so as to panic. Had been a good thing, but the opposite result.
