李纪周,1944年出生,安徽省人,文化程度大学本科,捕前系公安部原副部长、全国打击走私领导小组原副组长。1999年12月,李纪周因涉嫌受贿、玩忽职守行为被中纪委在撤职调查后移交检察机关处理,同月,经最高人民检察院批准逮捕,经审查终结,北京市人民检察院第一分院于2001年2月27日以涉嫌受贿、玩忽职守罪向北京市第一中级人民法院提起公诉,北京市第一中级人民法院以涉嫌上罪于2001年2月28日公开开庭审理。起诉书认定的事实如下:自1994年下半年至1997年8月间,李纪周利用其担任公安部部长助理、副部长的职务便利,
