In mid-September 1987, I visited the Yugoslav Army with a delegation from the Academy of Military Science for a military academic study. Yugoslav armed forces implement a two-track system. There are more than 200,000 regular troops and about 2 million local defense troops. The latter is run by the local governments of the republics (autonomous provinces) throughout the mining industry, schools, institutions and streets, its organizational leadership and its funding and management. The Department of Defense and the General Staff only have a coordination department.
