江苏常熟坚持创新驱动理念与人才优先战略,以实施“双招双引”突破发展瓶颈,不断激发科技人才活力,引动产业发展“活水”,力求保持优势身位,跑出发展动能.rn常熟坚持“有为政府”与“有效市场”相结合,积极盘活多方资源,深化布局全市招商引才工作“一盘棋”,推动招商引资和招才引智并轨合力、同向发展.rn创新招商引才工作机制.强化区镇联动,发挥开发区、高新区、特色产业园区的引才高地作用,大量吸引集聚优势项目,同时利用乡镇板块在土地、劳动力资源等方面的优势,推动项目转移到乡镇板块落地落户.在考核评价上,提高区镇联动项目的分值比重,由招商板块与承接板块共享成果,既优化了全市资源配置,又带动了联动板块的产业提升.
