本文在综合考虑航空公司航班延误原因及航空公司运行控制的基础上,假设航班延误的产生均是可控的,建立了航空公司延误控制水平的指标体系。由于评估过程中存在的不确定性,利用经验赋权法确定指标体系的权重,基于最大隶属度原则采用加权平均法求得评价矩阵,并归一化处理后得到结果。本文以旅客对航班延误的可接受程度作为航空公司延误控制水平的评价标准,建立延误控制能力评价模型。
Based on a comprehensive consideration of the causes of airline delays and the operation control of airlines, this paper assumes that flight delays are controllable and establishes an index system of delay control of airlines. Due to the uncertainty existing in the assessment process, the weight of the index system is determined by empirical weighting method, and the evaluation matrix is obtained by the weighted average method based on the principle of maximum membership degree, and the result is obtained after normalized processing. In this paper, the acceptable degree of flight delays for passengers is taken as the evaluation criterion of the delay control level of airlines, and the evaluation model of delay control ability is established.
