从总结苏州市近几年发展水利基础产业的实践经验入手，针对水利基础产业面临的一些新情况、新问题，提出一方面必须制定和完善一系列扶持政策、法规，另一方面应该建立自我维持、自我发展的良性运行机制，尽快把水利产业推向市场，从内外两个方面推动水利基础产业的发展。
From summarizing the practical experience of Suzhou’s development of water conservancy basic industries in recent years, in response to some new situations and problems faced by the water conservancy industry, it is proposed that on the one hand, a series of supporting policies and regulations must be formulated and improved, and on the other hand, self-sustaining should be established. The healthy operating mechanism of self-development, as soon as possible to the water conservancy industry to the market, from both inside and outside to promote the development of water conservancy basic industries.
