田纪云副总理在中央防汛总指挥部1988年第一次会议上的讲话中说:江河洪水仍然是我们国家的心腹之患。他列举了一些数据说明,洪水造成的损失远比其它灾害大得多。我省的情况也是这样。近年来我省三次比较大的洪水灾害造成的损失都是相当大的:1977年7月延河洪水,延安市北关、南关水深4～6米,170个单位受淹,受灾农田17.8万亩、冲垮淤地坝等5800多座,直接经济损失5800多万元;1981年8月汉江、嘉陵江洪水,600多万亩农田受灾,损失粮食5.75亿公斤,直接经济损失达12亿元;1983年7月31日汉江洪水,安康县城遭受灭
