要从根本上解决农村脱贫致富奔小康问题,并在21世纪有新的发展,必须有一支能肩负跨世纪重任的农村干部队伍。在农村基层组织3年集中整建工作中,贵阳市各级党委围绕中央提出的“五个好”目标,按照省委的要求,抓住机遇,采取得力措施,加大工作力度,把村级后备干部队伍建设作为重大课题认真研究和落实,收到了比较明显的效果。从1994年集中整建基层组织开始,贵阳市委就把培养一支素质较高、数量较多,能担当实现农村跨世纪发展目标重任的村级后备干部队伍的任务摆到议事日程,纳入全市跨世纪干部队伍建设的工程中,进行统一部署,并明确要求全市每个村必须选拔培养4名以上村级后备干部。各区(县、市)党委认真落实市委部署和要求,做到“三个强化三个坚持”:一是强化领导到
