我国法律规定流浪儿童是指完全脱离家庭和监护人,连续超过24小时生活在街头,且无可靠生活保障的18周岁以下儿童和青少年。仔细思考法律对“流浪儿童”的定义,不难发现这其中的价值中立,将流浪儿童看作与正常儿童类似的群体,只不过生活方式不同,定义更倾向于救助过程中不排斥、不歧视流浪儿童。这与专业社会工作中“价值中立”、“接纳”、“尊重”的价值观有着天然的契合点。流浪儿童是社会的弱势群体,
