家电下乡是中央刺激农村消费、扩大内需、促进经济增长的一项重要措施。这一举措可以说是农村消费革命的开端。调查表明:首先,家电下乡对农村消费意识具有根本性的影响。消费意识从以往的“实用型”向“享受型”转变;消费意识日臻理性化、理性化。其次,家电下乡对农村消费结构具有显著影响。传统家电仍将普及;高档产品持续热销;消费的时间性逐渐减弱。再次,家电下乡对农村的消费行为具有重要影响。更加注重消费产品的本地化化;节能降耗是趋势。因此,扩大农村内需,以家电下乡为契机培育合理的农村消费模式就必须:采取多种形式,加大宣传力度,使全市农民对国家优惠政策家喻户晓、人人明白;探索创新工作模式,把扩大产品销量、简化补贴手续、增加补贴资金作为工作着力点,力求效果最大化;引导企业健全农村家电流通服务网络,提高售后服务质量和水平;构建农村社会保障体系,让农民消费无后顾之忧。
