跨界合作是应急管理的有效路径,构建跨省合作治理机制尤显重要。我国跨省应急合作救助采取行政命令方式和单向治理结构,缺乏跨省合作整体化流程。相较而言,在联邦政府的支持下,美国各州签订了《州际应急管理互助协议》(EMAC),以法律的形式构筑了跨州应急契约合作模式,采用网络化治理结构和一体化流程。中美两国跨界应急合作机制各有其优劣,应正确审视两种不同体制下的应急管理模式,吸纳美国跨界应急救援优点,改进我国跨界应急合作治理机制,促进跨界应急合作规范化、网络化和一体化,提高应急合作效能。 Cross-border cooperation is an effective route for emergency management and it is particularly important to establish a mechanism for inter-provincial cooperation and governance. Inter-provincial emergency cooperation and rescue in our country take the form of administrative order and one-way governance, and lack the integrated process of inter-provincial cooperation. In contrast, with the support of the federal government, the states of the United States have signed the Inter-State Emergency Management Mutual Assistance Agreement (EMAC) to build a cross-state emergency contract cooperation mode in the form of law, adopting a networked governance structure and an integrated process . The mechanisms of cross-border emergency cooperation between China and the United States each have their advantages and disadvantages. We should properly examine the emergency management modes under the two different systems, absorb the advantages of the U.S. cross-border emergency rescue, improve the cross-border emergency cooperation and governance mechanism and promote cross-border emergency cooperation Standardization, network and integration, improve emergency cooperation effectiveness.
