胡卫民认为,从房地产的长远稳定健康发展角度看,央行出台“121文件”的出发点是好的。但北京目前房地产发展的确良莠不齐,对文件的承受能力是不一样的。4000多家房地产公司,规模、资金实力、信誉、售后服务、物业管理等方面参差不齐,存在操作不规范现象的企业为数不少,所以文件的近期影响比较大。首创董事长刘晓光曾说过,121文件会导致整个市场格局的重大调整.一半开发商会被淘汰出局.对首创来说,影响也会存在,但相应会很小。胡卫民认为其中的原因主要是1、121文件中的相当部分内容是对此前一些规定的重复:2、
