最新修订的《四川省登山管理办法》(下称《办法》)规定,攀登海拔3500米以上山峰应当提前10日申请。未经批准,擅自开展海拔3500米以上山峰登山活动或者擅自变更攀登季节、路线或者山峰的,将对法人或其他组织处以1000元罚款,对个人处以200元罚款。违法者受相关组织和机构的救助后,应当支付应由个人承担的费用。在我国原有的法律体系中,对于人们旅游的区域限制,一般出于对自然资源的保护。《自然保护区条例》规定,
