为对区域应急设施进行科学选址,确保大规模突发事件发生后能科学、合理地调配资源,降低生命、财产的损失,有必要科学地选定区域应急设施的地址。考虑应急设施选址影响因素的多属性特征,构建了综合多属性决策(MADM)的应急设施多目标选址模型。采用上升启发式算法对模型进行求解。以北京市昌平区救灾物资储备库选址为例,对模型进行验证。结果表明:综合MADM的应急设施选址模型(CMFLM)剔除了存在安全隐患的不可行备选区域,且在不同决策偏好下的选址结果均取得了较高的覆盖满意度。
In order to scientifically locate the emergency facilities in the region, ensure the scientific and rational deployment of resources after the occurrence of large-scale emergencies, and reduce the loss of life and property, it is necessary to scientifically select the address of the regional emergency facilities. Considering the multi-attribute characteristics of the influencing factors of emergency facility location, a multi-objective site selection model of emergency facility with integrated multi-attribute decision-making (MADM) is constructed. The ascent heuristic algorithm is used to solve the model. Take Changping District, Beijing relief supplies repository location as an example, the model validation. The results show that the comprehensive MADM emergency facility location model (CMFLM) eliminates infeasible candidate areas with potential safety hazards and achieves high coverage satisfaction under different decision preferences.
